ELQ S.A. begins strategic cooperation in the Chornobyl Exclusion Zone. A new stage and new life in Chornobyl for energy and industrial investments in Ukraine


Częstochowa / Kyiv, July 24, 2026
ELQ S.A., acting in cooperation with ELQ Ukraine, has signed a Memorandum of Cooperation with the State Agency of Ukraine on the Exclusion Zone Management (SAUEZM). The document sets out the framework for long-term cooperation in preparing strategic investment projects in the area of the Chornobyl Exclusion Zone and the zone of unconditional (mandatory) resettlement.
The agreement opens a new stage of cooperation between the public and private sectors, aimed at identifying and preparing projects that could play a significant role in the reconstruction of Ukraine, the energy transition, and strengthening Europe's energy security.
The Memorandum was signed by Dr. Marcin Sołtysiak, CEO of ELQ S.A., and Oleksii Budyk, Acting Chairman of the State Agency of Ukraine on the Exclusion Zone Management.
For nearly four decades, Chornobyl has remained a symbol of the greatest nuclear disaster in history. Today it may become a symbol of responsible transformation – a place for the development of modern, low-emission energy, innovative technologies, and strategic investments carried out in accordance with the highest standards of environmental, radiation, and nuclear safety.
 
 
The scope of cooperation includes the preparation and analysis of projects in the areas of:
·         solar and wind energy,
·         large-scale battery energy storage systems (BESS),
·         small modular reactors (SMR),
·         bioenergy,
·         hydrogen economy,
·         lithium-ion battery recycling,
·         circular economy,
·         critical materials management,
·         energy transmission infrastructure,
·         industrial, energy, logistics, and technology parks.


One of the most promising directions indicated in the Memorandum is the possibility of preparing projects using ELQ Nuclear One technology – a proprietary small modular reactor (SMR) platform developed by the ELQ Group. Any potential projects will be analyzed and prepared exclusively in accordance with the applicable law of Ukraine, regulatory requirements, and international safety standards.
The Chornobyl Exclusion Zone has exceptional potential for the development of advanced energy technologies. The existing transmission infrastructure, the region's many years of experience in the field of nuclear energy, and the possibility of conducting comprehensive pre-investment analyses mean that this area may play an important role in the future development of Ukraine's modern energy sector.
As part of the cooperation, ELQ will be responsible for preparing investment projects, conducting technical, environmental, and financial analyses, and securing technologies, strategic partners, and international financing. SAUEZM, in turn, will support the project preparation process through the coordination of activities and the provision of institutional support in accordance with applicable regulations.


"Ukraine today needs projects that will respond not only to the challenges of reconstruction, but also to the needs of the coming decades. The signed Memorandum lays the foundations for preparing investments based on the most advanced energy technologies, carried out in cooperation with international partners and in accordance with the highest safety standards. We see enormous potential in the Exclusion Zone as a place for the development of modern energy and industrial infrastructure, which in the future may strengthen the energy security of Ukraine and the entire European region," said Dr. Marcin Sołtysiak, CEO of ELQ S.A.
The signed Memorandum is of a framework nature and does not constitute a commitment to implement specific investments. However, it creates formal grounds for conducting feasibility studies, technical and environmental analyses, and further discussions with technology partners, investors, and international financial institutions.
For ELQ, this is another step in implementing its strategy of building an international investment platform focused on the energy transition, the reconstruction of Ukraine, and the development of infrastructure projects of strategic importance for Europe's energy security.
