Just question 
Why deorbit the ISS? 
Can it not  be  moved to the moon or mars and used as a staging platform for future  missions?
Then as it gets older then deorbit it at that location to be used for parts or shelter.

Re ISS.
another thought 
Let's say you manage to some how soft land it on the moon or mars, could a robotic tractor be used to move
Any dirt or regullith away from the site, plowing, or pressurized gas or airblasting it away, then relocate the ISS or parts of it the the prep site.
There's gonna  be stuff there anyways, so if it's a soft or hard landing you'll have e something to work with.
